Total Quality in Special Education Programs and Services as Perceived by Teachers and Parents / Abdulsabor Mansour Mohammed

The study aimed to identify the level of total quality in special education programs and services as perceived by teachers andparents.
The sample of this study consists of , 153,  teachers , 89 elementaiyteacheis and 64 middle school teacheis, . and , 316,  parent's pupils with special needsParticipants were selected through special education schools and institutions.
Meastu‘es for the study included:
-Total Quality in Special Education Programs Scale for teachers.
-Total Quality in Special Education Programs Scale for parents.
-Both instruments built by the researcher.
The results indicated that:
The programs and services of special education as perceived by teachers and parents distinguished with quality.
There are no significant difim‘eilces in quality between elementaiy teachers or middle school teachers.
Also.no significant differences in quality between parents of pupils with special needs at elementaiy or middle schools.
